Membership
  1. The membership of the PHP is open to any and all individuals who wish to join, regardless of age, race, sex, national origin, religious affiliation, or sexual orientation. Upon receipt of payment of the yearly dues, the Secretary shall issue to an individual a card evidencing membership for the current year in which the dues were paid. There shall be three (3) categories of membership:
    1. Active Member
    2. Junior Member
    3. Honorary Member
  2. Only Active and Honorary Members (hereinafter known as "Voting Members") are allowed to participate in the voting process as presented by the Executive Committee at any and all open meetings of the PHP.
  3. The Executive Committee shall set annual dues, except with respect to Honorary members who shall not be required to pay dues.
  4. Impeachment and Expulsion. A member may be expelled from the PHP by a two-thirds (2/3) vote of a Quorum at a Special Meeting (as defined in Section VI) called for such expulsion. Conditions under which a member may be considered for expulsion include any and all conduct prejudicial, libelous, or harmful to the best interests of the PHP.

    In the event a member is expelled as stated above, expulsion shall not become effective until:

    1. member has been provided with a statement, in writing, of the alleged charges; and
    2. member has an opportunity to present a defense at a hearing held before the Executive Committee; and
    3. The Executive Committee still finds sufficient grounds for expulsion after such hearing.

Meetings and Voting

  1. General Meetings. The monthly meeting of the PHP shall be held on the fourth Monday of each month. Notice of the time and place of such meeting shall be given to all members, in writing, prior to the meeting.
  2. Executive Committee Meetings. The Executive Committee shall meet monthly outside of the General Meeting described above. Notice of the time and place of such meeting shall be given to all members, prior to the meeting
  3. Special Meetings. A Special meeting may be called at any time by the Executive Committee or by no less than two-thirds (2/3) of the Voting Membership. Notice of such special meeting must be given to each Voting Member, at least forty-eight (48) hours in advance of the meeting. The specific purpose of the meeting must be stated in the notice and no other business shall be transacted thereat.
  4. Voting Members shall have the right to: 1) elect officers; 2) remove officers or members of the Executive Committee; 3) amend by-laws; and 4) vote on business related issues presented by the Executive Committee.
  5. To transact business at any meeting of the PHP, a Quorum must be present.

Nominations, Elections, Impeachment, and Vacancies

  1. No later than the first Executive Meeting called in January of each year, the President shall nominate a single individual for the position of Chairman of the Nominating Committee and present such nominee to the Executive Committee for a vote of approval. The President must also prepare a list of alternative candidates in the event that the Executive Committee rejects the nominee. Once the Executive Committee has approved a candidate, that candidate must be presented at January's General Meeting for a vote of approval from the membership. Should the candidate be rejected by the Voting Members, the nomination process shall begin again the following month and continue for no more than two (2) successive months. By March's General Meeting, if a candidate is still not approved it shall be the responsibility of the Voting Members to appoint an individual to the position of Chairman of the Nominating Committee at that General Meeting.
  2. It shall be the duty of the Chairman of the Nominating Committee to select two (2) additional members of the PHP who are not part of the Executive Committee to assist in offering a slate of qualified nominees for the Executive Board. However, no member of the Nominating Committee shall appear on such slate. The candidates must be presented to the Voting Members during the April General Meeting. The Voting Members may nominate other candidates in addition to those presented by the Nominating Committee at that same meeting. All nominees shall indicate their acceptance of the nomination, either in person or in writing, no later than the April General Meeting.
  3. The membership of the PHP must receive a list of the nominees, in writing, before the May General Meeting.
  4. During the course of the May General Meeting, the Executive Committee will open the floor to the nominees to allow them to voice and distribute any campaign material to the Voting Members and each nominee shall be limited to no more than ten (10) minutes time for such activity. At the close of the last candidate's time to present, an election will be conducted by secret ballot and tallied by the Nominating Committee, with the results announced at the end of the meeting.
  5. In the event of a recount, the President shall read each ballot to the Voting Members and such count will constitute the final tally of the election.
  6. Elected officers have the month of June as a transition period before assuming office in the first month of the next fiscal year.
  7. Impeachment and Removal. A member of the Executive Committee may be impeached for any reason deemed worthy by the Voting Membership. Upon written notice, a member of the Executive Committee may be removed from their position by a two-thirds (2/3) vote of a Quorum at a Special Meeting (as defined in Section VI) called for such removal.
  8. Vacancies in the Executive Committee caused by resignation (received either implicitly or explicitly) or by Impeachment from office shall be filled with an appointee of the Executive Committee to complete the remaining term of office for such vacancy. Vacancies in the Executive Committee caused by a request for a leave of absence (received either voluntarily or involuntarily) shall be temporarily filled with an appointee of the Executive Committee until such time as: 1) the requested amount of time for the leave of absence has expired; or 2) the leave of absence becomes a permanent removal from office as stated herein. However, an Executive Committee member who is removed from office by the Voting Members may not be appointed to any vacancy.


  • Active Member - Active Member is a member of the PHP who is sixteen (16) years of age or older whose dues are current.
  • Junior Member - Junior Member is a person between nine (9) and sixteen (16) years of age whose dues are current.
  • Honorary Member - Honorary Member - Honorary Member is a title conferred to those individuals so recognized by the PHP.
